Terms of reference

What we are and where we fit in

  • We are the sub-regional economic partnership (SREP) for the Peterborough authority area – one of nine such bodies established and partly funded by EEDA (East of England Development Agency) 
  • We act as the economic development partnership for Greater Peterborough Partnership (GPP), with representation on its board

What we do

  • Promote sustainable economic growth in Peterborough and the wider economic sub-region influenced by the Peterborough economy
  • Develop and help to implement sub-regional economic strategy
  • Help to shape and implement the community strategy in Peterborough
  • Seek to influence and, where appropriate, help to implement regional strategies developed by EEDA, EERA and others

Membership

Membership of PREP consists of representatives of public bodies and those in the private sector.


The specific make up of PREP:

Public Sector members:

  • Two representatives of Peterborough City Council, as appointed by Peterborough City Council's Constitution - Appointments to External Organisations
  • One representative from Opportunity Peterborough Limited (the Urban Regeneration Company for Peterborough)


Private Sector members:

  • One representative of the Cambridgeshire Chambers of Commerce and Industry, as appointed by the Cambridgeshire Chambers of Commerce and Industry each year to coincide with the private sector elections 
  • Eight other Private Sector members directly elected in accordance with Regulation below

Sub-Group Chairs:

  • Co-opted members

Private Sector elections

In each year PREP shall hold elections for as many vacancies for the Private Sector members posts that have come up for election that year, up to the number of Private Sector members specified above:

  • The election shall be held at some time between 01 April and 30 June in each year 
  • The election is by one vote per business by businesses located in the Peterborough area 
  • Those candidates with the greatest number of votes are elected. In the event of a tie the tied candidates shall draw lots to determine which candidate is elected
  • In the absence of sufficient candidates, the Steering Group will seek to co-opt additional members as Co-opted Members as appropriate to fill the vacancies 
  • Any Private Sector member may stand for re-election as a Private Sector member of PREP but shall not be entitled to be a Private Sector member of PREP for more than four consecutive years. Having served for four consecutive years and then having ceased to be a member for at least 12 months, that person may re-stand for election for membership of PREP 
  • The Steering Group shall elect from the Private Sector members a Chair and a Vice-Chair with such appointment lasting for 1 year

Steering Group

  • A Steering Group Member must be a natural person aged 18 years or older 
  • No one may be appointed a Steering Group member if he or she would be disqualified from acting under the provisions of Regulation 7 
  • A Steering Group member may not appoint an alternate Steering Group member or anyone to act on his or her behalf at meetings of the Steering Group

Powers of the Steering Group members

  • The Steering Group members shall manage the business of PREP and may exercise all the powers of PREP unless they are subject to any restrictions imposed by these Regulations or any resolution of the members 
  • No alteration of these Regulations or any resolution of the members shall have retrospective effect to invalidate any prior act of the Steering Group members 
  • Any meeting of the Steering Group members at which a quorum is present at the time the relevant decision is made may exercise all the powers exercisable by the members

Members Remuneration 

The members must not be paid any remuneration unless it is authorised by the Steering Group

Delegation

  • The members may delegate any of their powers or functions to a Sub-Group but the terms of any delegation must be recorded in the minute book. The chair of any Sub-Group shall automatically become a member of the Steering Group for the duration of the appointment. 

The members may impose conditions when delegating, including the conditions that: 

  • the relevant powers are to be exercised exclusively by the Sub-Group to whom they delegate;
    no expenditure may be incurred on behalf of PREP except in accordance with a budget previously agreed with the members. 
  • The members may revoke or alter a delegation. 
  • All acts and proceedings of any Sub-Groups must be fully and promptly reported to the members.
